    All competent departments of information industry in various districts and municipalities, all relevant units，

In order to speed up the development of software industry and further promote the independent innovation capacity and in accordance with Circular of Measures for the Administration of Fujian Provincial Software Industry Financial Support (For Trial Implementation) of Fujian Information Industry Department, we notify  the following matters according to the measure:

I. Support Targets:

 1. Provide adequate subsidy for IC designing enterprises that enter Fujian ICC recently.

2. Reward the software enterprises that were granted as Fujian brand name products (software) in 2005 and those enterprises that passed CMM3 and above certification and the key software enterprises that listed in national program in 2005.

3. R&D of middleware software products and embedded software products.

4. Projects successfully cooperate between Taiwan and Fujian (including IC designing cooperative projects).

5. Software R&D of digital content service and network value-added service.

6. R&D of original multimedia interaction recreation cartoon and educational software products.

7. R&D of software products that are for new countryside construction.

8. R&D of independent innovation software products with advanced technology.

II．Qualifications required by applied units:

1.     Software developers with independent legal status and registered in Fujian.

2.     The enterprise shall boast suitable R&D staff, equipment and funds to complete the projects.

3.     The enterprise shall have sound credit standing and financial condition.

III. Materials required upon application:

1.     Application Form of Fujian Provincial Software Industry Financial Support;

2.     Project feasibility study report;

3.     Duplicated copy of business license of enterprise;

4.     Financial statements of 2005 and first half year of 2006 (financial audit report of 2005issued by accounting firm shall be attached).

The above materials shall be bounded in duplicate and be submitted to Science & Technology Division of Fujian Information Industry Department. The electronic files of item 1 and 2 shall be sent to the specified mailbox.
