It is proposed to hold Fujian Provincial Appraisal Conference of Senior Position Qualification for Engineers with Specialty of Electronics in December 2006 after investigation and research. In light of the spirit from the documents of Opinions for the Implementation of Qualification Appraisal on and Employment of Technical Engineers in Fujian Province [Min E&T Training No.〔2003〕299] released by Provincial Economy and Trade Committee and Provincial Personnel Department, and Notice for Specific Questions About Occupation Title-Related Work [ Min PI No. 〔2002〕154] released by Provincial Personnel Department, the related issues are circularized as follows:

I. Specialty Scope and Target for Appraisal

Any technical engineer engaged application electronics, photoelectric technology and its application, broadcasting and TV, radio communication, semi-conductor and elements; electrical and mechanical device servicing or similar field in any organization (including non-state-owned enterprise) within our province can apply for the appraisal if he/she is in conformity with Applicant’s Requirements as set forth in Min TO Instrument No.[2003]299.

II. Occupation Experience Requirements

The term of occupation ends on December 31, 2006.

III. Materials to be submitted for qualification of senior title

1. One (1) copy of Entrusted Appraisal Letter from District and Municipal Occupation Title Reform Offices, or Occupation Title Reform Offices of relative Provincial Departments and Bureaus(Corporate Groups)；

2. Thirty (30) copies of Resume of Senior Engineer Application in same format (in A3 paper printed or photocopied with common seal of his own organization stamped).

3. Four (4) copies of Appraisal Form of Professional Technical Title in same format (add one copy if applicant comes from an organization below the country level).

4. One (1) copy of each year’s Examination Record (since the position occupation) for the latest five years.

5. One (1) work about the specialty technology made exclusively by his/her own (such as specialty academic paper, research fruit report, or summary of special job) and it is required that (at least one paper has been independently made by specialist in organization attached directly to province or city level). Two (2) copies of photocopier should be submitted (with no signature or seal).

6. One (1) photocopier of the certificates of highest education degree and bachelor’s degree, the certification of current technical title, the employment letter, the certification of honor or glory, and the testimonial of the position and function resulted from the rewarded item (released by the serving organization), respectively.

7. One (1) original and duplicate respectively for the proof that the applicant matches the conditions defined for the irregular promotion formulated in the document of Min E&T Training No. 〔2003〕299. Specific fill-out of the Remark Block on the form is required. The elect applicant should conform to the stipulations in the document Min OR No. 〔1995〕24 and should be marked with “select” on the brief form and entrustment letter. One (1) photocopier of ID Card of select applicant should be enclosed.

8. One (1) copy of Foreign Language Grade Slip or Examination-Free Approval Form (No requirement for the enterprises).

9. The valid proof for the continuing education during the current professional career.

10. The application materials should show new achievements if applicant has been denied once.

Above materials shall be stamped and confirmed in the Occupation Title Reform Office of serving organization and superior administrative agency.

IV. Based on the spirit from the document of Notice for Specific Questions About Occupation Title-Related Work [Min PI No. 〔2002〕154] released by Provincial Personnel Department and with a purpose to enhance the openness and transparency in the process of appraisal and employment, and to put an end to fraudulence and falsification, the applicant should post his/her Brief Resume for Application for Senior Specialty Technical Qualification in his/her own organization for at least seven days before the application materials and recommendation materials are submitted. On the block “Opinion of recommended organization” on the Appraisal Form of Specialty Technical Occupation, the clear indication should be given as read that since the _____day of ______ (month) in ___ (year) to the _____day of ______ (month) in ___ (year), the applicant has posted his/her resume, obtained no dissent generated from the public, tallied with the application requirement for senior title qualification, and been approved for recommendation.

V. Application Channels

Two channels are available

1. Direct submittal: To submit the application materials directly to Occupation Title Reform Office of Fujian Information Industry Department for first audit.

2. Online application: To log on the website of Fujian Information Industry Department (www.fjit.gov.cn), enter the Column of Affairs Handling for registration, and fill out corresponding forms. After the first audit conducted by Occupation Title Reform Office of Fujian Information Industry Department, applicant will be informed whether the application materials are to be delivered.

VI. Appraisal Charge Rate

Charge will be subject to the stipulations set forth in the document of Min P Rate Number [2000] 239.
